The key focus of the West Virginia strategy is on the fast-growing communities of the Eastern Panhandle. The State is issuing Phase II stormwater permits, but much more work is needed to devise effective ESD practices for this region which is experiencing rural large lot and second home development in sensitive karst terrain.

Develop and expand an informal network of WV stormwater stakeholders to help implement the strategy, share information and collaborate together.

Develop a scope of work for a statewide stormwater manual that contains adaptations for the karst conditions found in the Panhandle in 2008.

Develop an effective Phase 2 MS4 Permit that emphasizes no net increase of pollutants and promotes runoff reduction and the ESD approach.

Conduct a municipal pollution prevention survey at key public works yards and other public facilities in the Panhandle in 2008.

Implement innovative stormwater practices in the Rocky Marsh Run, Opequon and Cacapon watersheds, building on existing initiatives.

Lead by example by incorporating LID practices into existing schools and new school construction projects.

Host a forum for elected officials, watershed groups and public service districts to educate them about the importance of addressing stormwater in their community.

Host an informal stormwater workshop in 2008 to build the capacity of MS4s and pre-MS4s in the Panhandle to implement better stormwater programs based on user needs.

Contact national karst experts in 2008 to ensure stormwater and environmental site design practices can work best in Panhandle terrain (CSN).

The WV strategy is still under development and may be modified as more Eastern Panhandle stakeholders join the network.
