David Wood

Executive Director

David serves as the Executive Director for the Chesapeake Stormwater Network, where he leads the organization in promoting more sustainable, resilient, and equitable stormwater management across the Chesapeake Bay Watershed. David has over ten years of experience developing innovative training and practical tools designed to meet the needs of stormwater professionals and the communities they serve. David also serves as the stormwater technical coordinator for the EPA Chesapeake Bay Program, supporting state and local partners in the evaluation of new and existing stormwater practices and restoration approaches to improve local water quality.

Prior to joining CSN, David spent several years with the Chesapeake Research Consortium in the Environmental Management Career Development Program. He also worked for local watershed organizations performing community outreach, and as a lab technician testing local water samples for priority pollutants of concern.

David has his BA in Biology from St. Mary’s College of Maryland. David lives in Baltimore County, MD with his wife and two children. When he is not in the office, you can probably find David out on a hike or in the stands at Camden Yards. You can reach David any time at david@chesapeakestormwater.org

Michele Berry

Stormwater Coordinator

Michele joined the Chesapeake Stormwater Network team in 2023 as the Stormwater Coordinator, where she is excited to help create innovative and engaging ways to plan and implement stormwater outreach and education throughout diverse communities in the watershed. Prior to her role at CSN, Michele has worn many hats, working as a kayak guide, serving as a Peace Corps volunteer in Senegal, backpacking across Australia and South America, creating STEM programming for Living Classrooms, and restoring oyster beds with the Chesapeake Bay Foundation (to name a few).

Michele holds a BA in Environmental Studies and a Master’s in Public Policy. She is passionate about connecting people to their outdoor spaces, whether that’s a container garden on a stoop or a hundred acres of farmland. When not working in stormwater, Michele can usually be found walking her dog in the woods or messing around in the garden. She can be reached at michele@chesapeakestormwater.org.

Missy Lauterbach

Education and Training Coordinator

Missy is the newest member of the Chesapeake Stormwater Network team! Since joining in 2024 as the Education and Training Coordinator, she’s thrilled to spread the word about the importance of effective stormwater management in the Chesapeake Bay region and beyond. With over 20 years of experience in teaching environmental education, Missy has dedicated much of her career to focusing on Chesapeake Bay ecology.

As a kayak, canoe, and SUP guide, the health of our waterways has always been a passion for her. When she’s not busy educating others about stormwater with CSN, you can find her out on the water, hiking with her dog, backpacking through beautiful trails, or sharing laughter with her kids.

Joe Battiata

President

Joe Battiata is the President of CSN’s Board of Directors. Joe has been involved in stormwater management for 35 years, starting out with civil and stormwater consulting in DC Metro area, and then moving to the public sector where he served as the Stormwater Program Manager and Chief Engineer at the VA Department of Conservation & Recreation. Joe also served as a Sr. Hydraulics Engineer in VDOT’s Location & Design Division, developing VDOT’s first MS4 Permit and Permit Program. A few bumps on the forehead later, Joe served as a Senior Water Resources Engineer for the Center for Watershed Protection working on a wide range of projects including stormwater BMP design specifications and plan review training programs. He continued to fine tune the stormwater design standards and implementation strategies working with developers and contractors as the Stormwater Program Manager for the City of Hopewell, VA. Currently, Joe works as the Clean Water Financing and Assistance Program Project Officer for the Virginia Department of Environmental Quality (VA DEQ).

Carol Wong

Senior Water Resources Engineer, Center for Watershed Protection

Carol is a Maryland native and joined the center in 2014. She graduated with a B.S. in Mechanical Engineering from the University of Maryland and a M.S. in Environmental Engineering from Stanford University. Prior to joining CWP, Carol worked for the private sector as a consultant, managing environmental research and development projects. Carol has experience in program management, bioretention research, BMP design and permitting, construction inspection, and water quality monitoring.

Ted Brown

Biohabitats

Ted Brown, P.E., LEED AP has over 25 years of experience in environmental restoration, watershed management and planning and stormwater management services. For the last 13 years, Ted has served as a practice leader and water resource engineer at Biohabitats. His work includes stormwater BMP and green infrastructure planning and design, watershed planning and policy development, and stormwater and ecological master planning. Prior to joining the Biohabitats Team, he worked for eight years at the Center for Watershed Protection developing innovative technical guidance relating to watershed assessment and management, stormwater management, NPDES regulatory compliance, and natural resource conservation. Ted has participated on the Chesapeake Bay Program’s Urban Stormwater Workgroup for several years and was a member of the BMP retrofit expert panel.

Kateri Simon

Product Support Specialist, Luck Ecosystems

Along with her deep commitment to sustainability and environmental stewardship, Kateri has extensive experience in civil engineering, construction management, and technical support of engineered soil material sales across the Mid-Atlantic and Southeast regions. As a board member of the Chesapeake Stormwater Network, Kateri leverages her background in stormwater management, analysis, and design and experience with improving soil health to support the organization’s mission of protecting and restoring the Chesapeake Bay.

Her previous roles include holding various project engineering positions at Burgess and Niple, Gary Davis Group (now JK Architecture Engineering), and URS Corporation (now part of AECOM) and serving as the dam safety program coordinator for the Virginia Department of Game and Inland Fisheries.

Cecilia Lane

Environmental Protection Specialist, District Department of Energy and Environment

Cecilia Lane has been an Environmental Protection Specialist at the Washington DC Department of Energy & Environment since 2016 where she manages large-scale environmental restoration projects in an ultra-urban environment

David Hirschman

Hirschman Water and Environment, LLC

David Hirschman manages Hirschman Water & Environment, LLC, a consulting firm located in Charlottesville, VA, specializing in water resources planning and management. He has thirty-five years of experience with stormwater and water resources management in the public, private, academic, and non-profit sectors. Hirschman has worked across the country, developing stormwater and green infrastructure design manuals and specifications, designing green infrastructure projects, developing natural resources master plans, and orchestrating numerous trainings and workshops

James Hunter

Associate Professor, Morgan State University

Dr. Hunter joined the MSU faculty in November 2009. He conducts research and teaches courses in the areas of environmental engineering, ecological engineering, coastal and urban green infrastructure, and watershed systems design. Dr. Hunter is a 2000 graduate of Morgan’s Civil Engineering Program and received his M.S. (2002) and Ph.D. (2006) in Environmental Engineering at Purdue University. As a postdoctoral researcher with Purdue’s Department of Agricultural and Biological Engineering, he worked on research funded by USEPA and USACE to develop decision support tools for watershed management, BMP/LID implementation, and TMDL analysis.
