The focus of the DC stormwater strategy is city-wide, with a special emphasis on reducing pollutant loads delivered to the highly urban Anacostia watershed. The new District Department of Environment (DDOE) is currently updating its stormwater regulations to increase use of ESD practices, and will also be revising its stormwater manual in 2008. The District and EPA Region III have also recently negotiated a model Phase I NPDES stormwater permit that will be implemented over the next five years. Some initial elements of the DC stormwater action strategy are outlined below

Develop cost-effective approaches to implement ESD practices in highly urban redevelopment projects

Develop runoff reduction criteria to held abate overflows in watersheds with combined sewers

When full compliance is not possible, link redevelopment to ongoing watershed retrofit and stream restoration projects

Define operations and activities that create stormwater hotspots and increase enforcement of required stormwater pollution prevention plans

Devise special stormwater criteria to increase pollutant removal from existing urban land to the Anacostia watershed

Work to find innovative ways to meet the requirements of the renewed DC MS4 Phase 1 stormwater permit
