Urban Nutrient Management BMP Expert Panel Updated Recommendations Report

The Urban Nutrient Management expert panel report was first approved in 2013. In the years since, the Chesapeake Bay Program has adopted a new BMP verification framework and made multiple adjustments to how nutrients are applied in the urban sector of their modeling tools. With these changes, crediting urban nutrient management has remained a challenge, due largely to data limitations. To evaluate whether updates were needed to the core urban nutrient management practices approved by the original panel, the Urban Stormwater Workgroup (USWG) convened a panel of experts to review the latest science and practice.This report represents the panel’s recommendations to improve the tracking, reporting, and verification of Urban Nutrient Management practices in the Chesapeake Bay Watershed. The report was approved by the Urban Stormwater Workgroup and Water Quality Goal Implementation Team in November 2025.
