Non-regulated Stormwater Memo

Developed by the Chesapeake Stormwater Network, this technical memo (April 2, 2018) highlights the challenges of achieving Chesapeake Bay Total Maximum Daily Load (TMDL) goals due to the extent of unregulated urban land and limited MS4 coverage across the watershed. It helps state and local planners, watershed modelers, and policy makers understand gaps in regulatory oversight and the implications for urban load reduction strategies within Phase III Watershed Implementation Plans.
